You seem to be missing the point of satire. :-)Clearly, the writer/director KNOWS the truth of what you're saying. He is using the word "democracy" as something the GOVERNMENT would be saying. This is what they WANT us to believe. The rest of the stuff the narrator says isn't true, either. That's the point of parody/satire. Get it now?
