At 2:17, One, that is a man and Two, ( you were pretty close about the aunt thing But... ) It's his uncle. He was pretty much forced to take care of Gaara because Gaara's mom died ( aka Yashamaru's the guy's ) sister ) and Gaar'a dad is Kazekage so he needs someone to look after him.
