The European Commission has launched a comprehensive strategy on the Horn because we believe strongly that there will be no individual solution without having a comprehensive and global solution for the Horn....the idea of this strategy is to build the moods and to create an atmosphere of good will tackling concrete problems, and putting all the political tensions which exist in the Horn in another perspective. I appreciate the support of President Issaias."
