Because it challenges the athlete to maintain having one leg on the ground at all times and have the leg that comes forward must be straight (usuay locked at the knee) the instant that the heel makes contact with the ground. It is not the first person who walks accross the finish line who wins, but the first who crosses while maintaining form without being disqualified.
