Because of Kishimoto's conception of Orochimaru as a tenacious entity that wouldn't disappear no matter how many times it is beaten. Kishimoto wanted Orochimaru as a "pasty", sickly, serpentine villain which can represent evil itself. Search and read Kishimoto's interviews and his databooks to find out more.

Good concept but they would just mess it up like they did the first three episodes of Star Wars. I notice that they do some good things in the TV episodes that were not in the manga. Explaining things like how the Kazekage was assassinated and the concept of the white snake's skin and Orochimaru's parents.
