Start up the computer in safe mode. You can do this by restarting the system, and hitting the F8 key while it is booting. The colors may look weird now, but you can access the command prompt. Hit WINDOWS key+R and type cmd. (Same thing as going to start and clicking run. It works the same way.) Now you can access the command prompt. Do what you need to do this way, then start the computer normally. If you create another account, log into it after booting the computer back up normally.
